Faero's Competent Person Scheme
Faero Ltd is designated in Approved Document L1A as the competent person scheme for CO2 emission rate calculations. This means that Building Control is authorised to accept a certificate issued by a person who is registered with Faero Ltd as evidence in respect of the required CO2 emission rate calculations.

Faero’s DCLG approved scheme for CO2 emission rate calculations is based on the previous Defra scheme for registering Authorised SAP Assessors. These assessors are individuals who have registered with one of the Authorised Energy Rating Organisations (AEROs). To register, they have had to pass a test of competence, and following registration they are regularly monitored to show their work continues to be up to scratch. Whilst the Faero scheme was in development, Authorised SAP Assessors continued to operate the previous system for issuing quality assured SAP ratings and CO2 emission rate calculations.
The Faero scheme launched on 2nd April 2007. Faero registers individuals as competent persons for the purpose of issuing SAP ratings and CO2 emission rate calculations for new homes, on behalf of CLG. The requirements of Defra's former SAP authorisation scheme have been included in this overall recognition by CLG. Faero registers competent persons through its member organisations, and these members agree to work to Faero's technical standards and ensure that their competent persons do likewise.

Faero welcomes applications from any SAP software provider, not just the former AEROs. Registration is conditional on the applicant correctly implementing the rules of Faero's scheme. Faero's auditor will confirm this has been done, and repeat audits will take place to confirm continuing compliance.
The following organisations have pre-registered with Faero, indicating that they wish to work to Faero's scheme rules and to register their software users as competent persons: BuildDesk, Knauf Insulation, Elmhurst Energy Systems, National Energy Services (NES/NHER), JPA-TL, and Northgate. Contact details for these organisations are provided below.
Elmhurst Energy Systems and NES/NHER were succesfully audited during March, and became scheme members on 2nd April 2007. BuildDesk was audited in June and became a scheme member on 11th July 2007.

If you are an individual wishing to become recognised as a Competent Person for CO2 emission rate calculations:
Your first step will depend on whether you are already a user of SAP software. If not, you could contact all of the organisations below, for more information about what they currently offer. Each of these organisations currently offers Approved SAP2005 software, and has pre-registered with the Faero Competent Person scheme. Contact details for each of these organisations are provided below.
If you are already registered with an AERO that has pre-registered with Faero, (i.e. Elmhurst Energy, Northgate [previously MVM] and NES/NHER) you need do nothing. Your AERO will advise you of any steps you need to take to become registered as a competent person. A number of Authorised SAP Assessors registered with these AEROs have now upgraded to become registered competent persons.If you currently use approved SAP software, and your software provider has pre-registered with Faero, again you need do nothing. BuildDesk, JPA-TL and Knauf Insulation have pre-registered with the scheme, and will inform you of the steps you need to take to register as competent.
If your current software provider has not pre-registered with Faero, and you still wish to register as competent, you may wish to consider the alternatives available from the members and pre-registered applicants, whose contact details are listed below.

If you are a SAP software provider wishing to become part of the Faero competent person scheme:
The Faero competent person scheme has been developed by Faero Ltd, supported by an independent Technical Standards Panel. Faero started processing applications in March 2007, and has succesfully audited two applicants. Whilst the scheme was in development, pre-registration was available to organisations that wished to express their intention to become scheme members.
The Faero competent person scheme launched on 2nd April and as of that date pre-registration ceased, and applicants will need to formally register to start the process of acceptance into the scheme.

This panel, comprising independent industry and academic experts in the field of energy efficiency, oversees the development and operation of the Faero Ltd competent person scheme. The panel provides:
- Arbitration and final appeals in the case of disputes and complaints regarding the conduct of the Faero Ltd competent persons scheme
- Advice on the Technical Standards
- Continuing oversight of all aspects of the Faero Ltd competent persons scheme with a view to maintaining its integrity

If you are a potential customer looking to find a Competent Person:
Faero registered competent persons are authorised in Building Regulations to provide the mandatory Carbon Dioxide Emission Rate calculations needed for all new dwellings.
Additionally, competent persons are well placed to advise homebuilders, architects, developers and others on how to improve their dwelling designs to meet Regulations requirements, or other targets for energy performance, such as the six levels of the Code for Sustainable Homes, targets for carbon dioxide emissions, or for affordable warmth.
The Faero competent person scheme has approved three scheme members, each of which maintains their own list of their registered Competent Persons.
NES/NHER provides a searchable list of their own registered competent persons on their website, see the link below. For now, for details of competent persons registered with the other scheme members, it is necessary to contact the member direct. Member organisations' contact details are provided below.
